In April the British special committee on slum clearance recommended the creation of a National Executive Authority, "with power to plan on a national scale, and to act in default of such local authorities as were not prepared to take part in the carrying out of such a plan." This is the acid test indeed. 'Will the British Government legislate to that effect? History shows ho.w small an approach local bodies can make to even a regional plan, much less a national plan. The dominant characteristic of local government is localisation. Local government in tliis country has hitherto defeated all nationalistic tendency in town planning. It has defeated any reform of itself. Its first defence is inertia. Its second defence is the pliancy of party politics. Will they do things better in England?
