Foreigners hitherto had adhered closely to their, allocation. The Government was in' continuous communication with, the Dominions regarding the whole agricultural position. When the matter was reconsidered, it would be quite unprejudiced except as far as regarded ithe relations entered into. .When, the agreements ended the Home producers would have first preference. .
