Leon Blum, writing in- the Socialist paper, "Le Populaire,?.' reveals a confidential letter to the General Staff sent to factory managers in the Amiens district, requesting the names of persons -who should be telephoned to in case of political tension. The letter added that any factory which does not reply to the query will have its telephone automatically disconnected ; when, political tension begins. , : • ' .■.."■-. ■','.■
M. Blum asks if the document means that in the event of - disturbances in home politics the military authorities contemplate seizing-full power.
