NEW CONSTITUTION
Dnlted Press Association—By Electrto Telecranh—Copyrleht LONDON, March 26. The "Daily Telegraph's" Vienna correspondent gives details of a forthcoming Fascist constitution which show that the future Austria will be an autocratic Catholic State.
The first article of the, Constitution runs: "Austria is a Federal State whose laws .originate from God Almighty." The Catholic Church will be declared the established privileged State church and all religious and educational articles will be drawn up in accordance with the Concordat of the Vatican.
Of five consultative and legislative Chambers, the first, consisting of 40 or 50 members, will be nominated by the ruler of the State: a cultural council will consist mainly of priests: an economic council will consist of representatives of trade, industry, and the professions. There will also be a council for th'o control of provincial affairs. ■ Only the Government will be allowed to initiate legislation, and Bills" will be submitted to the consultative councils. The fifth body,'which will be the Federal Chamber, will consist of delegates from the other councils and will sit in public. It. will be allowed to approve or disapprove" of Government measures, but not to reviso legislation.
