(Received March 26, 11 a.m.) ''._ LONDON, March 25.The "Referee's" Paris correspondent says: "The boulevards are buzzing with alarming rumours that another big outbreak has beer planned for early, next week. The authorities are taking elaborate precautions to prevent a clash, but unrest and tension are unmistakable. Manifestos appear on hoardings inflaming passions. France is ready tc go Fascist, but lacks a leader who may emerge in the next upheaval. "The Premier (M. Doumergue) is making an heroic.effort to keep his team marching *in. unison, but he recently told his intimates: 'I am heart-broken. All. theVdiscords aric squabbles in the Chamber, of which we are now rid, seem to. have revivec in. the Cabinet.' Some of 'the Ministers are desirous of deferring indefinitel) the cuts in civil service salaries which the Chamber dare not vote a: no deputies would' then be safe."
