QUESTION OF MARKETS
(Received March 15, 1 p.m.) LONDON, March 14. . The Anglo-Japanese negotiations have ended in a deadlock. Mr. Barlow stated that the Japanese had refused to modify their refusal, and would discuss only with Britain the Crown colonies' markets. "Our memorandum was submitted to Mr. Okada, embodying suggestions for a compromise, but this had no influence on the Japanese." Britain thus recognises that it is impossible to reach a basis of discussion. The delegates can only report to their respective Governments.
