The Home Secretary, Sir John .Gilmour, in a circular letter to the Chairman of the Quarter Sessions in reference to possible measures for lessening the number of; deaths and injuries by motoring accidents/ invites the opinion of Magistrates on a suggestion that power should be available to suspend driving licences on a. first conviction, not only for feckless or dangerous driving or for driving when under the influence of drink, or when drunk, but also for careless driving and for exceeding tho speed limit.
