DICTATORSHIP ADOPTED

A salute of twenty-one guns a.t raid* night hailed-the- death of the. Parliamentary system of Government in i Estonia in oßedience tp the October plebiscite, inaugurating "a dictatorship under Estonia's grand old man, Herr Pacts, who yesterday was Premier. He has now power to dissolve Parliament and issue a veto on laws. The number of Parliamentarians has already been reduced by.half to fifty.
