HONOLULU, September 30. The Secretary of the Navy (Mr. OL A. t Swanson), who arrived her» for 9 week's inspection of the naval instaS lation oh Hawaii, stated:— ■ "The Navy Department's shiptmil* ing programme to bring our sea forces to Treaty strength is not aimed at anyother Power, but is merely a Treaty measure. Japan'is entirely within he* rights in her : plans for. a larger navyf but an :American navy second to noiio is the best assurance .of continued. world peace. ■
"No other nation can object to our plans. Wo have not objected to other nations building provided they do not exceed their ratio as signatories to the London Treaty. Keeping our fleet in. the Pacific is merely an economy measurej^nco it is cheaper to keep vessels concentrated."
He stated it was his belief that tho Pearl Harbour base was destined to become perhaps tho most important t» the. United States.
