TOKONTO, September 27.

The hope that the British Commonwealth would hold fast to the ideals of democracy was expressed on Wednesday; by Mr, W. Downie Stewart, in addressing the Political Association on tha drift of Europe Jpwards fascism and Dictatorships, but,". "he said, "Fascism has not taken a substantial, root in Britain, nor in^ any of the Empire countries." He- admitted tho claims of critics that democracies were' inclined to bo; unstable, and explained that, tho two great dangers were degeneration into anarchy, or development of dictatorship. Associations of manufacturers and workers, men of letters, men of science, freedom_ of_ tha Press, and an. independent, judicial system were safeguards which ;helpi«l to save democracies from slipping into Qictators' hands.
