Taking a firm grip of power, th# provisional President (Sonor De Cespedes) on Friday issued a decree wiping out all vestiges of the ousted regime, dissolving Congress, and calling ; for elections on February 24. The measure declares unconstitutional the Administration and its acts since May 20, 1929, when ex-President Machado was inaugurated as President for a second term. All international obligations will be observed, however.
