TOKIO, August 25. Yokohama was beflagged and throng* ed by half a million people when thai Emperor, on the flagship Hiei, in brilliant sunshine, reviewed the navy. One hundred and sixty-one ships wer^ drawn up in seven lines, extending foui miles off shore; 180 aeroplanes per« formed evolutions overhead. The fleetj was illuminated in the evening.
