Tho "Manchester Guardian" says that negotiations have begun in London for the formation.of an economic federation, including Austria, Hungary, the Little Entente, Bulgaria, and perhaps Poland.

Tho proposal is a counter-move- to Signor Mussolini's scheme for an Austro-Gorman-Hungarian union, under the Habsburgsi, which M. Daladier practically killed. ' ■

The federation, says the "Guardian," will probably take the form of a Customs union or low tariff agreement, and possibly may include a currency agreement.
