The meeting ,discussed tho pioposal put fonvaid lecently by Mr. W. M. Tycrs, ioimcr piesulcnt of tho Canteibmv CliambPi ot Comincicc. The assistince of the Government m planning the scheme is advocated. It is pioposcd'that uncinplojfcd labour shall be utilised.
