. In addition to the allegation of a plot by the. employees of the "Vickers Metropolitan Electrical Company, the Soviet is employing various devices to circumvent foreign liabilities. The Commissariat of Heavy Industry has publicly charged nine German steel firms with delivering defective goods costiffg £4,500,000 in 1932, and says that therefore they must not expect full payment. Similar claims are indicated against American and Italian firms. '
Quarrels between Communist leaders have resulted in the Stalinists declaring that their opponents are fomenting sabotage to undermine the Stalin system. Newspapers in inspired articles demanded that "wreckers" be-mercilessly brought to justice, forecasting another heresy1 hunt.
