A definite distinction was drawn tonight by the Administration between discussing the revision of war debta with nations who have met their payments and countries, including France, who are now in default.

The Secretary of State (ATr. C. Hull) said:—"As to Governments that are in default or have-deferred their payments on the intergovernmental debts, I cannot say at the present time that we would sit with those Governments m future discussions of their debts." State Department officials declined to amplify this statement:
