It is considered that the logical conclusion of Herr Hitler's work must be the restoration of the monarchy. Careful preparation is needed, however, as a return of petty rulers to the smaller States would. impede the unification at which the Nazis aim. A solution might be a Kaiser elected by the heads of the former ruling houses. Wilhelm may find his mission in reconciling groups which are at present bitter enemies. ■ --- '
