While there is still some obscurity regarding Signor Mussolini's Four-Power Plan, political writers arc able to throw some light on it. "The Observer" says that tho plan proposes a European undertaking not to resort to' war for a defined period, so that tho respite thus gained may bo utilised to secure an agreed measure of revision of the Versailles Treaty and an. agreed measure of armament reduction.

To put the Scheme into effect the suggested agreement would be first formally registered by the four Powers, after which it would go to Geneva, where European Powers generally would be invited to subscribe.

_ It is feared in some quarters, particularly in France, that this procedure would weaken Geneva's prestige. The answer is that unless the four Powers are agreed, the plan is doomed.
