GRADING APPEALS

Regulations enabling architectural and engineering bursars to enter private employment at the completion of their training have been issued by the Education Department. Previously bursars bad to enter into a bond to undertake teaching for a certain number of years, but it is felt that owing to the large number of unemployed teachers the restriction upon outside employment should be lifted.

_The Director of Education, Mr, T. B. Strong, said yesterday that originally teachiug bursaries were established for the_ purpose of securing specialists in vax'ious subjects. However, there was now no lack of teachers, and it was not considered necessary to retain the requirement that teaching service should be rendered. It would obviously be unfair to retain such an obligation when employment was so difficult to secure.

Another amendment has been made to the regulations covering teachers' appeals against classification or grading. It is provided that all appellants must pay a fee of 10s 6d on appeal, and that this shall be returned if the appeal is successful. Mr. Strong explained that there was do desire to stifle appeals or to prevent, teachers from approaching the Appeal Board. However, during a time o£ financial stringency, it was felt that a fee should be paidr in order to meet some of the cost incurred by the operation o£ the Appeal Board.
