, LONDON, Maroh 22. Mr. E. W. -Chalmers Kearney, the well-known engineer, who is spending a few days in London prior to returning to Moscow, where ho is consulting the boviet regarding the construction or. an extensive underground railway, toM the "Sun" that foreign residents were- unanimous that Ogpu had mado a mistake when they arrested tho Vjekcrs engineers, who it was inconceivable- would stoop to sabotage. The trouble with electrical machinery might bo duo to a variety of causes which the nervous Ogpu wrongly attributpd to interference instead of technical difficulties and also to tho inexperience, of Russian engineers and tho inefficiency of the workmen, whoso tendency was .to believo that tho most complicated mechanism should operate faultlessly from the beginning. Mr. Kearney, discussing the Soviet conditions generally, emphasises that the Government is faced with great difficulties, but has overcome- the worst obstacles' and should, with reasonable luck, succeed in executing its plans. .
