MR. HOOVER APPROVES
United Press Association—By Electric Telegraph—Copyright. NEW YORK, February 14. Persistent rumours that the British Prime Minister, Mr. Ramsay Mac Donald, intends to come to America in connection with the debt discussions, possibly in advance of the other delegates, were strengthened today when it was authoritatively learned that President Hoover approves, and will do his utmost to facilitate arrangements to provide a cordidl reception in the event of his arriving before March 4, states the Washington correspondent of the "New York Times." It is felt that the President-elect, Mr. F. D. Roosevelt, would like to have a long conference with Mr. Mac Donald before the actual opening of negotiations in order to arrange the procedure and discuss other matters, .■--.-...■' It is understood that the British feel that although the Republicans are not in power they will form an» influential minority in Congress, therefore Mr, Hoover's approval is desired before Mr. Mac Donald embarks for America. That approval was forwarded to London'today. . ' Meanwhile officials express much interest in Mr. Hoover's' proposal to stabilise foreign currencies with debt payments. It is pointed out that there are two. methods by which this might be effected: by handling the credits of those countries through the Bank, of International.Settlements or by the extension of credits by the Federal Reserve system. Whether Congress would agree to either method i 3 considered problematical.
