STATEMENT BY SIMON
(British Official Wireless.) (Received February 16, 1 p.m.) RUGBY, February 15. ' Speaking at Southampton, the Foreign Secretary (Sir John Simon) said that the situation in the Far East gave the greatest concern to every supporter of the League of Nations, "not only because of the seriousness and extent of the conflict between two members of the League, but because the future of the League may be vitally affected by the outcome. Here again British policy bas been perfectly consistent throughout. Wo seek to act as a good member of the League and as firm friends of both sides. We have cooperated to the utmost of our power to bring about a reconciliation, for that is the first duty of. the League in such a case, and'the promotion of peace is not only the greatest of British interests, but is the very reason why the League was formed. "The' League is not a super-State; jsxercising an. overriding physical corn-
pulsion over its members: it is an international organisation which seeks to substitute co-operation .for force and conciliation.for conflict. And if conciliation for the moment fails, the League has, the duty of making report; and recommendations with firmness and fairness in order that the influence of world opinion may make its full contribution to solution and settlement,"
