A third ' motion, which was unanimously carried by'the 'manufacturers and by another meeting of manuiactur. ing retailers, was: "That it be recommended to the Goverrirhent'that no sales tax be payable in respect of materials purchased by a manufacturing retailer on his giving a writtendcclaration that such materials will be used by him exclusively for the purpose of manufacture, or, alternatively,, that the full amount of the sales .tax paid.'each month on- raw materials purchased: bo deducted from the sales tax payable on the output during the same period."
