VANCOUVER, February 13; /A message from Daytona Beach states - that Sir Malcolm Campbell decided not to attempt a test run at least until Tuesday. If the beach has undergone the continued gradual improvement shown in the past forty-eight hours he will probably try out the "Bluebird" on Tuesday.
