OBLIGATIONS MUST BE OBSERVED
(Received February 14, 1 p.m.) '.■ GENEVA, February 13. The Committee of Nine has completed the final part of the report on the Manchurian situation. It declare! that obligations tinder the League Cove* nant, the Pact of Paris, the NinePower Treaty, and the Briand Declaration must be observed, and asks tha League Assembly to accept the principles enunciated in chapter Nine of tho Lytton Report as necessary conditions to a settlement. Xt recommends' the establishment oi a Committee of Negotiation to effect the withdrawal of Japanese troops and establish an autonomous Government in Manchuria. The Assembly will' decide what nations will be represented on tha Committee of Negotiation. The United States and Russia will be invited to participate. Members of the League are asked to do nothing to prejudice the work of the Committee. They are enjoined to refuse to recognise tho existing regime in Manchuria. . Any disputant failing to comply with .the invitation to negotiate will be deemed to have refused to accept the report.
