(Eeceived Bth February, 11 a.m.) EUGBT, 7th February. The Secretary for India, Sir "Samuel Hoare, stated in the House of Commons that the Government intended to lay a White Paper before Parliament containing its full proposals for a Federal Constitution for India and to invite Parliament before the Easter recess to set up a Joint Select Committee of both Houses with power to confer with Indians to examine and report upon those proposals.
