The "New York Times" Washington correspondent says that the diplomatic representatives of other debtor nations are undiscouraged by the undoubted obstacles in the way of a permanent agreement between the United. States and Great Britain. Inquiry revealed to-day that the defaulting nations believe that their own fate hinges .on the progress with the British. It was also intimated that the representatives of the countries interested in the proposed World Economic Conference believe that this gathering is foredoomed to failure if the debt question is left unsettled. One veteran diplomat, who believes that the new Congress will undoubtedly be opposed to an agreement satisfactory to Britain, expressed the. opinion that unless President-elect Eoosevelt impresses his party leaders with the necessity of preventing a breakdown of policy with Great Britain, quite likely it would result in a repudiation of the Lausanne Eeparations Agreement with the former Allies demanding resumption of payments by Germany. '
