The latest complication.in the financial situation is that two great syndicates representing the Civil Service and •the postal workers have broken off negotiations with the Government on the Budget proposals. The Premier, M. Paul Boncour, hoped to placate Ihe syndicates by discussing the proposals with them before they were submitted to Parliament. Instead he has antagonised a large body of the public, which resents trimming the Budget proposals in order to secure the support of particular groups.
