'The Times" correspondent at: Tokio says that the newspaper "Nichi," denouncing the Ottawa, agreements as a strangulation of the' open door principle, says: "The world has hitherto been silent about Britain's possession of a fifth, of the earth only because it maintained the open door'and administered the territories for the welfare, of their inhabitants, not for empire. The world is now driven to ask whyBritain should occupy so vast an area."
