RUGBY, 23rd November. The League of Nations Council resumed consideration of the Lytton Report at Geneva this afternoon. After hearing further statements by Mr. Matusoka on behalf of Japan and Dr. Wellington Koo for China, the Council decided that the , Lytton Manchuria Commission should meet to decide whether in the light of the speeches they desired to modify their report. In the course of his address Mr. Matsuoka vigorously accused China of anti-foreignism, and declared that hatred of foreigners was taught in the nurseries and schools. The Boxer spirit still animated politicians. Japan feared there might be an outbreak within ten to fifteen years worse than the 1900 one. ,Mr. Matsuoka denied tho, allegation that Japan aimed at the conquest of Asia and then the South Seas.
