STERLING'S LOW LEVEL
. (Received 23rd November, 10 a.m.) LONDON, 22nd November. Sterling has receded to 3.26% dollars, the lowest price this year. NEW. YORK, 21st November. The decline in sterling on the assumption that the Government will, refuse the British debt postponement continued unchecked to-day. Sterling touched ,3.27 dollars, a ■ decline :of VA cents, and the lowest level since 9th; December, 1931.
