"Yankee" writes that Mr. J. Malton Murray is .wrong in castigating Governor Eolph of California and accusing him of disregarding his oath of office by pardonin? offenders against the Volstead-Act. 'The truth of the matter is that the Governor.of California has no power to pardon Volstead ■ Act offenders. That power rests solely-with the President of the United States.' What has actually happened is this: The people of the State of California, in common with most of the remainder of the United States, have definitely, decided' that Prohibition-is an utter, failure? 'and have.decisively voted at the last election to repeal the local State Prohibition" Enforcement Act, commonfy known a'g the' "Wright -Act/; and Governor Eolph. has merely pardoned past offenders against a. law that has been repealed." [Mr.. Malton Murray's statement, it should be explained, was in reference to a cable message which, stated that Governor Rolph had pardoned offenders agaiiut the Volstead Act.]
