The Fianna Fail is taking the initiative in forcing by-elections at East Cork and Waterford with the idea of distracting the people's minds from their economic problems. Mr. E. da Valera is anxious to take advantage of his scheme for funding the arrears of the land annuities which is likely to impress the farmers more than Mr. W. T.
