RIVAL ANNUITIES PLANS
COMING BY-ELECTIONS
(Times Cable.) DUBLIN, 21st November. The Fianna Fail is taking the initiative in forcing by-elections at East Cork and Waterford with the idea of distracting the people's minds from their economic problems. Mr. E. da Valera is anxious to take advantage of his scheme for funding the arrears of the land annuities which is likely to impress the farmers more than Mr. W. T. Cosgrave's argument that the payments will;ultimately be. heavier1.

He adds: "There is a'limit to the injustice of which the .Government may be guilty. There is "also 'the financial futility of plunging -insolvents deeper into bankruptcy,"
