(British Official Wireless.) (Received 22nd,November, 1 p.m.) RUGBY, 21st November. Under the chairmanship of Mr. de Valera, head of the Irish Free State Government, consideration of the Manchuria Commission's report was opened to-day in the Council of the League of Nations at Geneva. The chief Japanese delegate, Mr. Matsuoka, presented the Japanese case, and the Chinese attitude was stated by Dr. Wellington Koo.

The debate was adjourned until Wednesday.
