THE LYTTON BROADCAST

(British Official Wireless.) (Received 22nd November, 11 a.m.) „ ' RUGBY, 21st November. The League Council begins its 69th. session to-day, Mr. do Valera presiding, and will have before it the difficult problem of the Sino-Japanese dispute with Manchuria. The immediate business will be the examination of the report by the Lyttou Commission of Inquiry, together with reports and comment thereon by the parties directly concerned. Lord Lytton, broadcasting from the League's own short-wave station, spoke of the mission and said that the outlook at the moment, while not bright, was not hopeless. He hoped that the storm advancing from Manchuria might be diverted by wise statesmanship in a harmless direction. Tho success of the negotiations about to begin would be profoundly important for the peace of the world. Judicial investigations were a necessary step in the work of conciliation, and the persons most likely to know what was needed were those who had most experience in international co-operation in post-war problems.
