BERLIN, 17th November,
Herr' yon Papen's position as Chancellor is challenged by the hostility of the Centre and Bavarian Parties, representing over eighty seats, following the declaration of the attitude Of the Socialists, who refused to -discuss the political situation with him.
One authority forecasts that President Hindenburg will offer the Chancellorship to any party leader able to command a majority in the Reichstag. If none can fulfil this condition Herr yon Papen will become Dictator, and the Reichstag will be dissolved. Others suggest that President Hindenburg. will seek another Chancellor,, whose record will excite less bitterness. . . ' • The newspaper "Vossiche Zeitung" states that Herr yon Papen is expected to report to the President later in the day his failure to secure the co-opera-tion of the other party leaders, and will tender his resignation. It is expected that the President will summon the leaders, including Herr Adolf Hitler, to discuss the situation. v
