He declared that President Hindenburg would ensure that this heritage of Bismarck would again become the . hope, of coming generations. "We desire to create a great non-party State, a'power which shall not be thrown hither and thither as the N shuttlecock of political and social forces in Europe. The condition will continue critical so long.as Germany is kept in subjection. We do not desire an armaments race or warlike, adventure." . ; ' '
