BUDGET DEBATE1 PROCEEDS

Interest was added to tho Budget debate in the House\ of /Representatives last night by tho entrance of the Leader of the Opposition/ (Mr. H. E. Holland) into the discussion. Mr. Holland did not submit any adverse motion, but ho severely criticised the administration •of the Government, and paid special attention to the recommendations of the National Expenditure Commission, which, ho alleged, could not substantiate its report on the evidence submitted. He said the report was absolutely valueless so far as New Zealand -was, concerned. The rest of the evening Was taken up by contributions from back-benchers of both parties. In the afternoon a lively discussion took place on the Industrial Conciliation and Arbitration Amendment Bill, in which Mr. J. McCombs (Labour, Lyttelton) sought to repeal tho provisions of the Act passed during the short session this year. The first of the Government's legislation—the Local Authorities' Sinking Funds Bill, which is aimed to prevent local bodies from withdrawing their sinking funds from the Common Fund of tho Public Trustee—made its appearance, and was read a first time. , In tho Council the debate on the second reading of tlie Religious Instruction in Schools Enabling Bill was commenced.
