(Received 12th October, 11 a,m.) LONDON, 11th October. A message from Lisbon states that official quarters state that the report that Japan is trying to purchase a portion "of Timor is without foundation.

A Hague message states that the report has been received with scepticism. The "Kotterdamsche Courant" reveals that Article 13 in the Dutch-Portuguese Treaty, 1904, gives Holland preference in any transfer of rights, while both agreed in an exchange of Notes in 1897 not to concede to any third Power the right to establish coaling or marine stations in the East Indies.
