SHANGHAI, 7th February. A Harbin, message states that the Japanese under General Tamon, using annanred cars and tanks, seized the city »fter a seven-hour battle. Troops are guarding the Chinese, railway. General Tamon has declared a state of siege, and has organised a provisional Government. ■ *
