WHY MORE TROOPS SENT

RUGBY, 6th February.
Tho Japanese Minister of Marine, Admiral Osumi, has assured British correspondents at Tokio that the Japanese troops which are being sent to the Shanghai neighbourhood are intended solely for the defence of the Japanese tnd would be withdrawn immediately the danger to them is terminated. It is understood that about ten thousand are being sent, the ostensible reason being that the force of marines estimated at three thousand is inadequate for tho measure they have undertaken.
A force of Japanese marines and troops were landed at Woosung yesterday, and the - "Woosung forts, previously silenced, wore occupied.
The Chinese Ministry of War announces its intention to use aeroplanes against the Japanese. The 'planes, it is stated, will not be bombers, and all possible care will be taken so that the safety of foreigners in the International Settlement will not be imperilled.
