LEAGUE IN NEW ROLE
INTERNATIONAL FORCE

(Received Bth February, 11 a.m.) RUGBY, 6th February. While great prominence is given in the Press to the French proposals at the Disarmament Conference outlined last night by M. Tardieu, no Press or other comments so far have been made.
The French plan, which came as a complete surprise, suggests the creation of an international force to prevent war, with adequate armaments placed at the disposal of the League, including a world fleet of large bombing 'planes. Other proposals are the control of military aviation, the internationalisation of civil air transport and rules for the protection of civilian population.
The suggestion is made that the nations must choose between a League having executive authority and ono paralysed by the intransigeance of national sovereignty. '
