SHANGHAI, 4th February; The Japanese reached the outskirts of Harbin last night, upon which their comnfander decided to enter the !city this morning.

M. Karakhan, the Soviet Foreign Minister, has announced to the Japanese Harbin representatives that, should Japan occupy the city, the Soviet would be unable to view with equanimity such a move, which must evoke a strong protest.
