TWO REJECTED
(Received sth February, 9 a.m.) TOKIO, 4th February. Japan's reply to the British and American Note on the Shanghai issue was handed to the Ambassadors to-night. It accepts three of the five points, but declares that Japan is unable to abstain from mobilisation preparations until assured that the danger has passed. Japan cannot agree that other Powers should participate in negotiations relating to Manchuria which she considers a separate question which must be settled by direct negotiations between China and Japan.
