RUGBY, 3rd February. Information is not yet available in London regarding the replies of the Japanese and Chinese Governments to the considered proposals for ending the Eastern situation made yesterday' by Britain and the United States, supported by France and Italy, and backed by. the League of Nations Council. Press telograms from Geneva indicate that the Chinese Government is prepared to accept and the Japanese Government is also understood to approve generally of the four proposals dealing with the cessation of violence, but takes exception to the fifth, which deals with tho method of settling the Sino-Japanesi3 quarrel. The_ British Government is closely watching the situation and maintaining the closest1 collaboration'in regard to it with Washington, Paris, Eome, and Geneva.
