; ; . GENEVA., 3rd February. The Japanese refusal to permit the League and other outside body to mediate in Manchuria is being actively discussed. Mr. Sato, far Japan, has lodged a protest against League intervention: under 7 Article 15 of tho Covenant.. ■.. .- ■.•-■-'. -. ■■.-," , .
Disappointment is expressed in League circles in regarol to Japan's obduracy,-but it is felt that the cessation of acts of violence and the mutual withdrawal of troops will pa-sro the way to a truce, enabling. China ana Japan to negotiate their differences.
British diplomatic circles emphasise ;that the Powers' proposals should not be; misconstrued as an ultimatum.
