CONSEQUENCE OF ACTION

CALCUTTA, 3rd January.
The Viceroy's reply, sent after a meeting of the Executive Council at Delhi, whither Lord WilJingdon flew from Calcutta, says: "Tho Government will hold you and Congress responsible for all the consequences that may ensue from the action which the Congress has announced its intention of taking and to meet which the Government will take all necessary measures." -
Mr. Gandhi, replying to tho Viceroy, says that it is wrong to describe his telegram to the Viceroy as a threat. He adds that it is unfair to suggest that he ever advanced the claim that tho official policy of Congress was dependent on his (Gandhi's) judgment, and assures the Government that he will make'ovory endeavour to carry on tho struggle without malice and without violence.
This is regarded as a climb-down on Gandhi's part. He is apparently surprised at the firmness of the Government's attitude. Nevertheless, efforts are being made to establish war councils in Bengal and Bombay. It is significant that no date has yet been announced for the heginning of civil disobedience.
