EFFECT ON BUDGET IMPOSSIBLE TO FORESEE (British Official SYircless.) (Received 6th October, 11 a.m.) RUGBY, sth October. Tho 'House of Lords this evening agreed to tho second reading of tho Finauco Bill, which was carried through all its remaining stages. Royal assent afterwards being signified. All tho emergency legislation has now been completed. The Lord Privy_ Seal, Earl Peel, speaking on tho second reading, said that it was impossible at present to give reliable information regarding the probable effect upon the Budget of the change in Britain's currency system. Eventually, perhaps, it would bo favourable, but tho balancing of tho Budget will still | remain of prime importance.
