United Press Association—By Electric Telegraph— Copyrlsht. (Beccived sth October, 2 p.m.) WASHINGTON, 4th October. A gigantic railroad merger, involving almost ten billions of dollars, was proposed on Saturday before the Interstate Commerce Commission, when the four great Eastern carriers, the Pennsylvania, New York Central, Baltimore and Ohio, and Van Sweringon interests advanced their plan for the consolidation of the eastern roads into four trunk lines. The action is preliminary to a petition for actual consolidation. Should the commission accept the proposed line-up, the railway will then make individual petitions. Tho area covered extends from the Kansas border on the west to the Atlantic, and from Canada in the north to the Tennessee and South Carolina borders. The railways form a veritable spiderwob. Comparatively small sums are needed to carry out tho plan. .
