EXTREME ACTION IN GERMANY
(Timc3 Cable.) LONDON, 7th September. The Berlin correspondent of "The Times" telegraphs that the "frankfurter Zeitung" states that the secrecy of tho postal and telegraph communications has been broken by the authorities, who arc seeking to hinder the flight, of German capital and hasten its return.
